The service sector is a main engine for Qingdao’s economic development. The value added of the service sector in Qingdao in 2025 exceeded RMB 1.1 tln. In the first half of 2026, the value added of the service sector across the city as a proportion of GDP reached 65.4%.
Qingdao recently released an implementation plan to expand and improve its service sector. The five-year blueprint for Qingdao’s service sector is mapped out in the plan.
To help apply targeted measures for different categories across key production and life domains, Qingdao will take solid steps to develop “the top ten modern service industries”, make all efforts to build a modern center for service-oriented economy, work hard to build itself into a gathering place for advanced and productive services, a livable city where the quality of life-oriented services is upgraded, a source of innovation in the reform of the service sector, a new hub for the opening-up of the service sector. These efforts will pave a solid foundation for Qingdao to blossom into a modern socialist international metropolis in the new era.
Furthermore, the plan has stipulated quantitative indicators on business revenues or values added in 2030 as well as annual average growth rates in the coming five years concerning the top ten modern service industries, namely, science and technology services, modern logistics, software and information services, modern finance, energy conservation and environmental protection-related services, commercial services, neighborhood services, elderly and child care services, health care services, and cultural tourism and sports services.
