Qingdao rolls out 20 measures to facilitate business efforts to venture abroad 2026/4/11 source: International daily Print

Qingdao recently printed and released an action plan for further improving the comprehensive service system on helping Qingdao-based businesses to explore international markets. In an effort to create better service-oriented platforms, build a general hub for overseas expansion, develop a tightly woven global network, solve the last-kilometer problem for services, offer facilitating services in a targeted manner, and provide a solid underpinning for efforts to venture abroad, the Plan rolls out 20 pragmatic measures, aimed at helping the program “Qingdao-based businesses abroad” to pivot from platform building to the new stage of functioning.

Building of service sites is a highlight in the action plan. As stipulated in the action, Qingdao will locate around 20 comprehensive service centers overseas in stages and batches, upgrade the service functions of seven overseas industry and commerce centers, and bolster the comprehensive service capability in all aspects, ranging from business and investment attraction, talent and intelligence introduction to trade facilitation. Furthermore, Qingdao will give more play to policy guidance and resource integration to render better support to enterprises establishing overseas trade networks and public overseas warehouses. Qingdao will set up more than 20 “Luban-Mozi vocational colleges” and “Qingdao technical training workshops” in major node countries, and leverage the role of the China-SCO Institute of Economy and Trade to cultivate internationalized personnel to facilitate enterprises’ efforts to expand overseas markets.

As of the end of 2025, there were as many as 774 Qingdao-invested projects abroad that had been put into operation, more than USD 10 bln worth of investment was made by Qingdao, and Qingdao-based businesses had presence in 116 countries and regions.  (Liu Lanxing)
