Qingdao recently rolled out the Several Measures on Optimizing Talent Development Environment and Facilitating Talent Flow, consisting of 19 measures in four aspects, namely striving to improve the efficacy of talent policy implementation, enhancing comprehensively the capability to serve talented people coming to Qingdao, continuing to make talent services increasingly satisfactory, and putting in place and improving a long-term mechanism to optimize talent development environment.

In the first aspect, Qingdao will establish and keep improving policy list administration systems and publicity and promotion mechanisms to make talent policy implementation increasingly recognized. In the second aspect, the “198 Mobile Service Station for College Students-Qingdao Master Station” will be built to provide entrepreneurs public services across the life cycle of entrepreneurial ventures. In the third aspect, service will be tailored to the needs of top talented people, accurate services will be tentatively offered to overseas returnees in a targeted manner. In the fourth aspect, Qingdao will explore the formulation of “Qingdao Standards” on performance assessment of talent parks and establish mechanisms to evaluate talent service quality and efficiency.  (Ren Xiaomeng)
