The Qingdao Carbon Peak Work Plan was recently issued.

The above Plan comprises the 14th Five-Year Plan period and the 15th Five-Year Plan period, specifying the main targets Qingdao strives to fulfill in carbon peak.

Qingdao aims to make remarkable progress in optimization and adjustment in its industrial structure and energy mix and see the green, low-carbon circular economic development system initially take shape in the 14th Five-Year Plan period. By 2025, the share of non-fossil energy consumption will increase to around 15%, the energy consumption per unit of GDP will see a drop of around 12% compared with the level in 2020 and the carbon dioxide emissions per unit of GDP will fully comply with provincial requirements, paving a solid foundation for helping achieve carbon peak on schedule in Qingdao.

In the 15th Five-Year Plan period, Qingdao will make significant breakthroughs in the citywide adjustment in industrial structure and energy mix, and achieve notable results in the high-quality green low-carbon social and economic development. To ensure the fulfillment of the carbon peak target on schedule by 2030, the proportion of non-fossil energy consumption will reach around 23%, the carbon dioxide emissions per unit of GDP will decrease by more than 70% from the level in 2005 by 2030.

The Plan underscores the key regions, key sectors and key players, and calls for the implementation of “the top 10 campaigns”, including the green energy and low-carbon transformation campaign, the energy efficiency and carbon reduction campaign, the carbon peak campaign in industrial fields, the green low-carbon campaign in rural and urban construction, the low-carbon transformation campaign in transportation, the carbon reduction campaign aided by circular economy, the green low-carbon sci-tech innovation campaign, the carbon sink capacity improvement campaign, the citywide green and low-carbon awareness campaign and the international green and low-carbon cooperation campaign.

Furthermore, Qingdao will ramp up efforts in studies of carbon peak and carbon neutrality-related industries and accelerate the construction of demonstration projects on new-type energy storage, hydrogen energy and CCUS.  (Yang Guang)
