The Qingdao Municipal Information Office held a news briefing to release the Digital Qingdao 2023 Action Plan on March 20. This year, Qingdao will focus on the target of building itself into a demonstration area for implementing the Digital China Initiative, lay emphasis on reforms in digital government scenarios, digital social services, digital economic models, digital infrastructure resilience, digital ecological mechanisms and comprehensive guarantee systems, and advance the “top six innovative projects” and 51 key tasks.

In terms of advancing the reform and innovation in digital government scenarios, Qingdao will continue to carry forward governmental services and reform in urban operation scenario, upgrade and iterate citywide online governmental service items with standards, initiative and intelligence and advance the building of online law-based governments at the municipal, district (county-level city) and township (residential district) levels.

In terms of advancing the reform and innovation in digital social services, Qingdao will build the demonstration bottom line of livelihood service and ensure elderly care services can be processed online. Set basic livelihood service examples, carry out resource sharing scenario reform in education and medical care. Set  quality livelihood service examples, launch and operate the “single citywide parking lot” management and service platform and spread the use of the App of “Tour around Qingdao with a Mobile Phone”.

In terms of advancing the reform and innovation in digital economic models, Qingdao will accelerate the core industries in digital economy and strive to secure a more than10% growth in the value added of the core industries in digital economy. Plan meticulously the construction of professional digital economy parks and accelerate the construction of the virtual reality industry park, the AI industry park, the integrated circuit industry park and the novel display industry park, etc.

In terms of advancing the reform and innovation in digital infrastructure resilience, Qingdao will endeavour to establish the integrated network system that breaks geographic restrictions, construct stereoscopic and resilient high-speed information networks, boost the upgrading of infrastructures including transportation, energy, water affairs, marine affairs and municipal administration and forge faster the open-source software ecology.

In terms of advancing the reform and innovation in digital ecological mechanisms, Qingdao will advance the connectivity of industrial data platforms related to marine affairs, transportation and industry and the integrated big data platform and manage the citywide data resources in a centralized manner. Accelerate the construction of the “public data operation platform” and transform and upgrade faster the Qingdao big data transaction center.

Furthermore, Qingdao will advance the reform and innovation in comprehensive guarantee systems, set up the expert committee on digital Qingdao reform and construction, improve the expert consultation mechanism on significant decision-making matters. Cultivate a batch of smart city construction professionals and carry out chief representative system for government service data. Put in place the coordination system for the joint conference on digital economy development. (Yu Bo)
