Qingdao recently introduced several measures to further boost talent development. Putting focus on identifying talented people, supporting the cultivation of talented people, helping talented people to start their own business, and providing services to talented people, the newly released 20 measures are intended to create fertile ground for talented personnel to prosper.

A talent evaluation system prioritizing innovation capacity, quality of achievements, economic and social benefits, and social recognition has been put in place in the new policy. To name a few, technical personnel, the transformation of whose achievements have amounted to more than RMB5 mln annually, and whose corporate remuneration exceeds RMB 800,000 a year, can be rated as Qingdao High-level Talented Persons, and are therefore eligible for enjoying certain services. Projects that have received prizes in key innovation and entrepreneurship contests at home and abroad can be directly subject to the support of the municipal level talented people program without going through evaluation. A number of specialists and people with unusual talent, who engage in specialized, refined, differential and innovational sectors, will be chosen to receive start-up funding of up to RMB 600,000. Outstanding talented personnel will be selected on an annual basis to pay academic visits to or study briefly in overseas famous universities and institutions in an aim to build a contingent of workforce with international competitiveness.  (Liu Jiani)
