With an aim to foster a first-class ecosystem to introduce, cultivate and retain high-quality workforce, Qingdao plans to gather a variety of more than 250,000 professional personnel this year.
In the industrial sector, with priority given to marine industry, advanced manufacturing and modern agriculture, Qingdao will take separate measures to gather professionals, and strive to introduce and cultivate around 50 industry-leading personnel in each domain. Efforts will be ramped up to support the introduction an cultivation of basic research personnel in a targeted manner, strengthen scientific apparatus, institutions of higher learning, scientific research institutes, new-type R&D institutions and other innovation-oriented organizations, and gather a number of outstanding researchers and young sci-tech personnel to tackle key sci-tech problems. Qingdao will press ahead with the integration between the talent, education, industry and innovation chains, make coordinated efforts to implement programs for cultivating top-class personnel and professionals in key and emerging fields, and strive to add more than 270 provincial level or above personnel. The overseas talent introduction initiative will be launched to introduce a batch of desperately needed overseas talented people. In an effort to attract more than 150,000 young personnel, Qingdao will launch the talent agglomeration initiative and take coordinated steps to push ahead with the programs to motivate post-doctoral personnel to stay in Qingdao and support more overseas returnees in pursuing innovations or starting their own business in Qingdao.
