On August 22, the launching ceremony on Qingdao easily available coordinated service mechanism for cross-border trade facilitation, sponsored by Qingdao Port Office and the Qingdao Area of China (Shandong) Pilot Free Trade Zone, was held in the reception room of the Qingdao FTZ. It marked that the cross-industry, cross-department and cross-domain service mechanism for cross-border trade facilitation has gone into official operation.

The mechanism applies to priorities in the reform of cross-border trade facilitation, the building of pilot intelligent ports, prominent problems facing businesses, issues and suggestions proposed by experts and think tanks. The “1+N” coordinated service mechanism, in which “1” refers to the joint meeting on port affairs and “N” the cross-department, cross-sector and cross-domain coordination mechanism, is put in place to turn resources pooling into system integration. As indicated in the coordinated service mechanism, all departments in Qingdao related to port affairs collect opinions and suggestions from multiple channels and have them addressed according to the division of responsibility. The Qingdao Port Office handles these matters that fall into its scope of work. Matters that are not included in its duty need to be forwarded to another department according to the division of duties. As for matters needs cross-department cooperation, the Qingdao Port Office works out a proposal, or submits them to the joint meeting on port affairs for deliberation.

Moreover, Qingdao has laid down a feedback and review mechanism, a mechanism for dedicated research on key tasks, a mechanism for promoting formality innovation and a communication and liaison mechanism for daily work in a bid to truly put the coordinated service mechanism for cross-border trade facilitation into effect.  (Yu Bo)
