Ms. Li recently obtained the business license of her Qingdao branch company through the “inter-working program among different places” in Jinan Area of China (Shandong) Pilot Free Trade Zone while Mr. Gao, who lives in Qingdao, managed to get the business license of his branch company in Yantai by the same means in Qingdao Area. From making the application till obtaining business licenses, the two companies took less than half a day. Both of them were pleasantly surprised at the remarkable efficiency. 

Starting last October, the Qingdao Area of China (Shandong) Pilot Free Trade Zone took the initiative to discuss with Jinan Area and Yantai Area the detailed ways of cooperation and launched online simulation regarding the “inter-working and mutual recognition scheme”. After three months’ trial operation, the three Areas respectively signed with each other the agreement on inter-working and mutual recognition of commercial registration on January 1, 2021, resulting in a new undifferentiated processing mode for commercial registration in the China (Shandong) Pilot Free Trade Zone characterized by “inter-working and mutual recognition, the same window despite different places” and marking the establishment of an utterly new examination and approval mechanism among the three Areas.

 “ I didn’t go to the administrative service hall once in the process. I just made a call and informed what I needed. Then a clerk helped me with the commercial registration and assisted me online in the process of electronic declaration.” According to Mr. Gao who applied for the business license of his branch company in Yantai, everything was done after about half an hour because communication was adequate and application materials were complete.
