On spring days, volunteers who wear red uniforms and do good deeds to fill the city up with human touch can be seen everywhere in Qingdao.

Qingdao explores ways to incorporate voluntary services into urban development strategies, grassroots governance and livelihood services, and sustains efforts to make voluntary services for a new era regulated, professional, project-based and regular. To date, Qingdao has been home to more than 2.48 million registered volunteers and over 17,000 voluntary service organizations. As the team of volunteers continues to gain strength and the coverage of voluntary services is broadened, Qingdao continues efforts to enhance its reputation in philanthropy and voluntary services.

Qingdao has set up 23 municipal level voluntary service teams across different specialties and fields, under which three subordinate levels are established. With the four-tiered organizational system, Qingdao devises front lines for publicity surrounding voluntary services, art and literature, and popularization of science in line with local conditions.  (Liu Jiani)
