The Qingdao Three-Year Action Plan(2023-2025) on Promoting Green and Low-carbon High-quality Development by Deepening the Conversion of Old Growth Drivers into New Ones was recently released.

As proposed in the plan, in the three years to come, Qingdao will be focused on the significant task of pursuing high-quality development and setting a demonstration example, bring into full play its regional features and advantages, fulfill faster the key task of building the Shandong pilot zone of green and low-carbon high-quality development, unremittingly advance such work priorities as real economy and investment attraction, urban renovation and construction, endeavor to elevate its level as a central city, quicken the pace of constructing itself into a pilot city of modern industry, a modern leading marine city, an international innovation-oriented city, an international gateway hub city, a high-quality bay city suitable for living, working and travelling and a demonstration city for modern governance, and work hard to become a bellwether in constructing the pilot zone.

According to the plan, by 2025, Qingdao will take the lead in scoring preliminary significant achievements in constructing the Shandong pilot zone of green and low-carbon high-quality development, strive to rank top among key Chinese cities in terms of aggregate economic output, build faster a modern economic system, take new technologies, industries, types of operation and modes as main drivers of economic growth, make remarkable progress in initialing sci-tech innovation, implement comprehensively the “strong bellwether” strategy, achieve initial success in building the modern metropolis circle, work in full swing to set a Shandong example in rural revitalization, contribute its share to improving the country and the province’s marine strength, advance all-around green transformation for social and economic development, accelerate the initiative of building a beautiful Qingdao integrating mountains, seas and the city, give better play to its role as a leading high-level open platform, establish faster new systems for high-level open economy, see a much improved first-class business environment, witness substantially improved living environments and life quality in urban and rural areas, advance solidly common prosperity and create a batch of duplicable experience.

The plan has stipulated the ten campaigns, namely promoting high-level self-reliance in science and technology, building an international innovation-oriented city; continuing to revitalize the real economy, establishing the modern industrial system; prioritizing ecology-friendly green development, building the national demonstration for ecological civilization construction; constructing the dynamic system for high-quality development, building a high-quality bay city suitable for living, working and travelling; expediting agricultural and rural modernization, setting a Shandong example in rural revitalization; enhancing soft cultural power, highlighting its mental quality.   (Yang Guang)
