10 measures in three categories are rolled out
To implement thoroughly the Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian in Exploring New Ways to Promote Cross-Straits Integrated Development and Building a Demonstration Zone for Cross-Straits Integrated Development, put into practice 10 policy measures issued by the Taiwan Affairs Authority of the Chinese Mainland to bolster cross-Straits communication and cooperation, further refine policies on providing equal treatment to Taiwanese compatriots, and accelerate efforts to build the Fuzhou-Matsu integrated living circle, Fuzhou on May 22 rolled out the third batch of pilot and trial policies on building the Fuzhou-Matsu integrated living circle in the opening ceremony of the 28th Cross-Straits Economic and Trade Fair. With a focus on promoting Fujian-Taiwan industrial integration, facilitating innovation-driven development of Taiwanese-funded enterprises and making life for Taiwanese compatriots more convenient, ten measures are released.
The following five measures are adopted to create a better Taiwan-related business environment and promote Fujian-Taiwan industrial integration:
“Fuzhou You Li” (Fuzhou Gifts), a public brand of consumer goods, will include products of Matsu enterprises as well as products made by Taiwanese-funded enterprises in the Chinese mainland, and open a special section for merchandises from Taiwan.
Support will be given to enterprises from Matsu to conduct business operations in Fuzhou. Eligible enterprises in the Fuzhou-Matsu Industrial Cooperation Park are entitled to a one-off reward;
When it comes to renting production plants or premises, Taiwanese deep-sea fishery companies that carry out production and operations in the Fuzhou-Matsu Industrial Cooperation Park can benefit on an equal footing from policies on building the Fuzhou-Matsu integrated living circle;
Eligible Taiwanese catering companies shall be included on an equal footing in the list of merchants joining Fuzhou’s campaigns for the issuance of consumption vouchers in accordance with openness and transparency;
Products of Taiwanese-funded enterprises in the Chinese mainland shall be involved on an equal footing in procurement activities of grassroots labor unions in Fuzhou。
The following three measures are adopted to deepen scientific and technological exchanges and cooperation between Fujian and Taiwan, and facilitate innovation-driven development of Taiwanese-funded enterprises:
When it comes to their new industrial projects, enterprises solely invested by Taiwanese or Taiwanese-funded enterprises that are registered in accordance with law and conduct business operations in the administrative divisions of Fuzhou shall enjoy on an equal footing support for their innovation efforts in accordance with municipal policies on subsidies for technological upgrading;
Eligible Taiwanese-funded enterprises that conduct business operations in Taiwan investment zones in Fuzhou shall be granted one-off rewards for operations, construction and R&D;
Taiwanese compatriots and related institutions shall participate on an equal footing in the pilot programs for building cross-Straits connectivity in terms of standards or formulation of standards. Enterprises involved in industry-university-research cooperation shall receive subsidies from special funding.
The following two measures are adopted to deliver better services for “mini three links” between Fuzhou and Matsu and make life for Taiwanese compatriots more convenient:
Efforts will be made to improve traveling and consumption services for compatriots across the Strait, and to establish sites for processing tax refunding upon departure and providing “refund-upon-purchase” services in ports open to Taiwanese travelers. Inspection and customs clearance facilities for promoting “mini three links” across the Strait shall be improved at a faster pace;
A smart meteorological App for “mini three links” between Fuzhou and Matsu will be launched to provide more convenient meteorological services for compatriots across the Strait. A speedy channel for ships carrying express parcels between Fuzhou and Matsu under the “mini three links” program will open.
