China launched a special campaign on Monday to facilitate cross-border trade in 2026, with 45 pilot cities rolling out 29 new measures to boost foreign trade quality and efficiency.

The campaign, jointly deployed by the General Administration of Customs and 23 other government departments and agencies including the Cyberspace Administration of China, the Ministry of Foreign Affairs, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, focuses on upgrading goods trade, expanding services trade, and innovating digital and green trade.

The 29 measures include deepening regulatory model innovation for import and export customs clearance, optimizing supervision services for new foreign trade business forms, improving cross-border logistics efficiency, strengthening digital and smart port construction, promoting standard and regulatory interconnectivity, and enhancing comprehensive services for enterprises.

The number of pilot cities participating in the special campaign has expanded from last year to cover 45 cities in 2026.

Officials noted that advancing cross-border trade facilitation is conducive to expanding opening-up and enhancing international cooperation, as well as promoting unimpeded domestic and international economic flows. It is also an effective measure to actively respond to the changing international landscape, and help foreign trade enterprises stabilize orders, expand markets, and increase benefits.
