The Digital China Initiative will be advanced and deepened across the board in the 15th Five-Year Plan period. According to the newly unveiled plan for advancing the digital Qingdao initiative in the 15th Five-Year Plan period, Qingdao will aim to develop itself into a data-powered “digitally enabled city” characterized by AI-industry integration, and take solid steps to accelerate the comprehensive transformation of modes of production, lifestyles and means of governance and grow itself into a new hub for the digital city initiative in the coming five-year period.
The plan has put forward the “12532” general tone of “cementing one foundation, enhancing two drivers of growth, carrying out transformations in five aspects, accelerating reforms in three dimensions and expanding two spaces”. The plan has stipulated 12 major indicators for advancing the digital Qingdao initiative, 20 scenarios for giving play to the enabling role of digital technology, and 10 key projects, including construction of the digital industry cluster area, upgrading of the national pilot zone for AI innovation and application, and improvements in international communication services. As stipulated in the plan, by the end of the five-year period, Qingdao’s digital related sectors will see a compound annual growth rate of 20%, the number of industrially influential large models with proprietary intellectual property rights will surge to 100 by 2030 from 70 in 2025, and substantial headway will be made in high-quality industrial data sets and the number of scenarios for innovative application of government administration-related large models. Qingdao will emerge as a more holistic and intelligent “agent” in the five years to come. (Lin Junyan)
