The Foreign Talent Research Center of China’s Ministry of Human Resources and Social Security recently unveiled the 2025-2026 foreign talent attractiveness index of Chinese cities. Qingdao ranked among the most attractive Chinese cities for foreign talent for the 15th time, and entered for the first time the top five in the “livable cities” category.
This year’s “Amazing Chinese Cities” survey covered 81 cities with high concentrations of foreign talent, collecting 6,258 valid questionnaires. The index made quantitative analysis from three dimensions, including job satisfaction rate, convenience of life, and social inclusiveness. Qingdao adheres to an open-minded and inclusive approach as well as win-win cooperation to draw foreign personnel to pursue innovation or start their own business in Qingdao. Qingdao garnered approval to pilot Shandong Province’s comprehensive supplementary reforms for foreign personnel services, drew up a work plan to press ahead with the pilot reform that consisted of 19 measures, and worked hard to explore practices in terms of foreign personnel introduction and utilization, public services and social integration.
