Qingdao has released a draft of its 15th Five-Year Plan (2026-30) for urban renewal, outlining five major goals, eight key tasks, and six types of renewal zones.
The five goals aim to diversify urban development momentum, improve living conditions, accelerate green and low-carbon transformation, strengthen urban safety and resilience, and enhance governance. The eight tasks involve renovating existing buildings, upgrading old residential communities, building complete communities, transforming old neighborhoods, factory areas and urban villages, improving urban functions, upgrading infrastructure, restoring ecosystems, and preserving historical heritage.
Six types of renewal zones are identified: industrial upgrading, residential wellness, quality livable areas, heritage revitalization, functional improvement, and comprehensive renewal.
The plan reflects a shift from expansion-driven development to quality-focused renewal, treating urban renewal as a systematic effort that connects economic vitality with people's livelihoods.
By 2030, the city expects significant progress in urban renewal, with initial results in transforming its development model. By 2035, it aims to basically complete a modern people's city that is innovative, livable, beautiful, resilient, civilized, and smart.
