Qingdao is taking new steps to develop the wellness industry, a promising sector enjoying a market size of RMB 1 tln. Nearly 30 departments of Qingdao Municipality in July 2025 jointly printed and released a three-year plan (2025-2027) to build Qingdao into a “Chinese health and wellness bay area”. The plan depicts the blueprint of the construction. Underpinned by its resource endowments and unique strengths and guided by the goal of growing into a famous wellness city surrounded by mountains and seas as well as a dynamic bay area, Qingdao will take advantage of such high-level platforms as the Rehabilitation University, highlight “citywide wellness, health across all ages, launch “six new campaigns”, and move faster to seek in-depth integration between real estate, medical care, wellness and cultural tourism to make the city more able to extend its influence further and blossom into a “Chinese wellness bay” with international influence.

In terms of improving elderly care, Qingdao is taking faster steps to promote major projects in the medical care field, and a number of hospitals after extensions will be put into use one after another.

In terms of seeking integration between rehabilitation industry and education, Qingdao takes advantage of the Rehabilitation University to foster a rehabilitation industry incubator in an aim to develop health and wellness-featured biological medicine and medical equipment industry clusters. Up to now, 83 rehabilitation technology enterprises have been hatched, four companies including Jianxin Medical Care and Yuansheng Biological Technology raised RMB 110 mln worth of funds. As stipulated in the action plan, by 2027, the life and health sector in Qingdao will see a market size of RMB 100 bln, and Qingdao will basically grow into a hub of rehabilitation technology and education integration and innovation.

In terms of building an international destination for wellness and residence, boasting a coastal landscape belt as well as high-quality wellness resources such as Laoshan Mountain, Dazhu Mountain and seawater hot spring, Qingdao will confirm to the standards for “high-quality housing” to build comprehensive health and wellness friendly communities across all ages where multiple generations can live under the same roof, basic necessities of life that include medical care, food, shelter and means of traveling can be met, the lifestyle pursuing both physical and mental health is advocated, and thoughtful elderly care and wellness services are provided, prioritize working out plans for health and wellness projects that can play an exemplary role, and work faster to build itself into a healthy bay area and promote health city construction.
