Qingdao ranks 3rd nationally in aging response capabilities 2025/11/13 source: Print

Qingdao has been recognized as a national leader in addressing population aging, ranking third among Chinese cities — after only Beijing and Shanghai — in the 2025 Index of Chinese City Capacity to Actively Respond to Population Aging, which was released at the 8th Hongqiao International Economic Forum on Nov 6.

According to the report, Qingdao has achieved leading grades across all five assessment categories: policy support, wealth reserves, service system completeness, social environment friendliness, and silver economy development.

Notably, Qingdao claimed the top national spot in service system completeness. The city has implemented 73 specific home-based elderly care service items and established a 15-minute senior service circle through a network of facilities, including more than 1,300 elderly care service stations across the city's villages or communities. Over 1,400 senior meal service sites benefit more than 400,000 older adults.

Earlier this year, Qingdao unveiled a three-year action plan (2025-27) for the high-quality development of health, wellness, and residence, marking a strategic push to establish itself as a leading hub for integrated care and tourism. The initiative brings together top-tier wellness institutions, travel agencies, and traditional Chinese medicine providers to form a comprehensive "health and wellness residence consortium".

Qingdao has rolled out innovative subsidy initiatives to support its aging population and stimulate the senior care market. Under the 2025 home adaptation program, eligible seniors receive subsidies covering 30 percent of product costs for age-friendly home modifications, with a maximum subsidy of 15,000 yuan ($2,107) per person. The program has already facilitated upgrades in over 6,250 households, driving consumption exceeding 3.34 million yuan.

Through systematic planning and innovative models, Qingdao is building a replicable model for holistic elderly care.
