The Ocean Decade International Cooperation Center recently signed in Qingdao a cooperation framework agreement with Zhejiang Vision Blue Technology Co., Ltd., the company which has initiated the “blue circulation” model for marine plastic waste management. According to the agreement, the global center for implementation of Ocean Decade blue circulation program will be established to promote the “blue circulation” program worldwide, and to help fulfill the UN “Ocean Decade” targets.

The “blue circulation” program, honored with the highest title of “Champion of the Earth” by the UN in 2023, has created a visible closed-loop system for handling marine plastic wastes over the full process including "collection-storage-transport-regeneration-manufacturing", and achieved that the origin marine plastics can be traced from marine wastes to finished products. Since its inception, the program has received enormous support from the UN and the Chinese government, and been widely participated by businesses and organizations at home and abroad.  (Li Xunxiang)

In 2023, the development planning for the Ocean Decade International Cooperation Center was released in Qingdao.
