The cause of voluntary services has been mushrooming in Qingdao, a city famous for unselfish love. More than 2.47 million volunteers and 16,000 registered voluntary service organizations in the city make dedicated efforts to engage in the cause of voluntary services and make Qingdao increasingly known for unselfish love and voluntary services.

Volunteers devote themselves to unselfish services around the city, covering rescues, living services, publicity, literature and art, popularization of science, etc. A citywide voluntary service network has been put in place among residential communities. Whenever important events are held, a vast number of volunteers offer services to guests from all over the world. Qingdao has also put in place a virtue evaluation mechanism so that volunteers have a greater sense of honor. It is advocated that cultural venues, sport venues, parks, tourist attractions and public transportation offer fee exemption or reduction to outstanding volunteers in record. Public charity alliances such as the “philanthropic Qingdao-Guidance Fund for Public Voluntary Services” inject a continuous stream of impetus to develop voluntary services in a  permanent, lasting and flexible way.
