Qingdao is working to become an international consumption hub by 2025 as it aims for 100 new brand flagship stores, 1,000 promotional events, and 10 e-commerce live-streaming centers with annual sales exceeding 1 billion yuan (approximately $137 million).

The city seeks a 5 percent increase in retail sales, expanding its strategy to attract domestic and international brands to key commercial areas. Over 80 flagship stores were introduced in 2024, enhancing the retail landscape.

Qingdao will renovate 60 "15-minute community life circles" for better consumer access and promote its consumer goods exchange initiative, targeting a 20 percent rise in new energy vehicle sales and a 10 percent increase in smart home appliances. The city will host seasonal and digital sales events, including over 300 New Year-themed events and 50 million yuan in vouchers.

For e-commerce, Qingdao will establish 10 live-streaming centers, each generating over 1 billion yuan annually. It will also hold 200 live-streaming events to surpass 320 billion yuan in online retail sales. Modernizing retail networks with projects like JD Mall and Sam's Club, Qingdao is strengthening its logistics and distribution systems.

To expand its culinary status, Qingdao promotes high-end dining, specialty restaurants, and beer-themed districts. The city supports 23 world-class national heritage brands and 61 city-level brands through digital transformation.
